Advantage Law Enforcement Compliance Inc. (ALEC) is owned and operated by Stephen Finizio, Kevin Lystad and Juan Carlos Rodriguez.  We deliver a complete solution to your security requirement needs on many levels and are committed to providing intelligent, highly scalable and cost effective solutions. Additionally we provide consulting services for systems design, technology implementation, security audits, vendor selection, employee screening, custom solution development, systems management, training and staff enhancement. Steve has 25 years of successful and progressive responsibility in the implementation and management of Information Technologies. He holds several professional certifications that include MCSE and MCNE. Steve founded Advantage Networking in 2003, where he used his expertise with the latest highly secure defense systems to integrate smart cards, biometrics, two factor authentication (2FA), intrusion detection systems (IDSs), virtual private networks (VPNs), and public key infrastructure (PKI) technologies. Valuable experience that still serves him today. For the past 15 years Steve has served as a lead engineer and as the principle managing owner of Advantage Networking Inc.  In addition he co-founded Advantage Web Consulting in 2007 and 1stSecureIT in 2011.

Kevin Lystad – Owner / COO / Vice President                                   klystad@myalec.net

Before joining ALEC in 2018, Kevin worked for 29 years for the Miami Shores Police Department starting in 1989 as a police officer. Within the first two years, Kevin became responsible for the original computer infrastructure. Within five years, Kevin became responsible for the overall design, configuration, security design and administration of the police departments computer and phone networks.

While currently serving as the Police Chief of the organization, he still maintains an active role in the design, security and policy development to ensure compliance with the FBI’s CJIS Security Policy. With security clearances from the Florida Department of Law Enforcement, the FBI, and the South Florida Regional Domestic Security Task Force, Kevin is uniquely positioned to assist your agency gain and maintain compliance with the FBI’s CJIS Security Policy.

Kevin applies expert knowledge, years of experience, and relentless energy to ensure your agency’s compliance with the FBI’s Computer Security guidelines. A graduate of Barry University with a degree in Computer Science, Kevin also hold a Master’s Degree in Criminal Justice from American Military University and is a graduate of the FBI National Academy.

With more than 28 years of experience, successful FBI CJIS Security Policy audit by FDLE, and the successful completion of countless computer hardware, software and infrastructure projects, Kevin has the ability to work effectively with your staff, listen to their issues and concerns and help implement the changes necessary for a successful technical audit.

Kevin holds active memberships with the International Association of Chiefs of Police, ASIS International, FBI National Academy Associates and is a life member of both the Florida Police Chiefs Association and the Miami-Dade County Association of Chiefs of Police. In his free time, he enjoys spending time with his family, practicing martial arts, and volunteering as an Assistant Scoutmaster for a local Boy Scout troop.

Juan Carlos Rodriguez – Owner / CTO / Vice President                    jcrodriguez@myalec.net

Juan Carlos is the former IT Director from Conrad and Scherer, he has over 10 years of experience in law firm technology and 17 years of experience in Information Technology and Security. He is an active Certified information security engineer (CISSP) holds additional vendor certifications such as MCSE, MCP, MCITP, and is a professional member of the ISC2 consortium.

Additionally, his prior experience includes the engineering and the successful deployment of high capacity enterprise systems integrations for different government agencies and large clients, has successfully led multiple electronic discovery projects which include computer forensic analysis, also, implemented multiple information security and compliance reviews for multiple customers.

Juan’s strong management skills combined with his expert knowledge in infrastructure, disaster recovery and security will ensure that the changes necessary to your systems will have a minimal impact on your operation, budget and your organization.
